You've just about got it. You just have to use the levitation power on the cross (at least, that's what worked for me). It took me a few tries, but that was what seemed to work.

Yes, you have to use your levitation power to reach the portrait, but you have to use it in combination with something else to succeed (not the kite, though you're on the right track).
